Background

In 2004, the 50-year old medical facility sank into bankruptcy and shut its doors. The City of Indianapolis acquired the property in foreclosure.  The Children's Museum led the effort for the Winona Hospital site to be transformed from a blight to an asset in the community.

In 2011, the City of Indianapolis demolished the building and performed environmental remediation work using $1.3 million in HUD Neighborhood Stabilization Program (NSP3) and Community Development Block Grant (CDGB) funds.  IHCDA, a quasi-State agency, also invested $6.6 million.  The City donated the land to a new company formed by The Children’s Museum known as TRex Enterprises, LLC in order to develop a new use for the property that would be a benefit to the surrounding community. TRex selected TWG Development LLC to be the developer and owner of the Illinois Place Apartments.

Illinois Place is owned and managed by TWG Development LLC & TWG Management, respectively.
